It's actually against some channels' policy to not use English. Just report to ISD - there are separate channels for different languages.

If you don't speak a language, then that language is in fact gibberish on your screen. Who wants to see a spam of gibberish on their screen? I sure don't. It would be the same if a bunch of English speakers started "taking over" a Spanish channel.

You don't report russians for speaking the 'wrong language'. Last guy who tried that was shipped off to the Drone regions to mine the materials for the next Russian Titan, alone.

On a serious note: generally, most non-player channels don't have a language role enforced, save for a few (Help chat is one, the various official language-channels as well)
