Looking for a Min/Amarr toon that can do the following (some leeway applies)

ArrowAbility to fly blops (doesn't have to be both races)
ArrowAbility to fly both Legion and Loki with max skills
ArrowAbility to fly guardians
ArrowAbility to fly Hacs and Hics

Character does not have to be capital ready, but capitals are a plus.
Remaps not needed
Sec Status can be neg as long as not a criminal.
Positive Wallet

Edit: Willing to spend upto 25-30bn(30bn if the toon is exceptional, but probably 25bn~ max) on a new toon. Mass SP number isn't important. Would rather it to be focused.

Only 6days odds to fly all Black Ops ( all you would need is the black ops skills ) and learning of Propulsion Jamming 5 atm ( 2days 12hours or so ) then Graviton Physics to be able to use HICS ( with app skill )
