strategic Cruiser skills

so needed skills before I try one,

fully be able to fit T2 modules (if not for the t2 then for the skill)
weapon support skills to 4
other support skills like under navigation and engineering to 4
Targeting skills and their support skills to 4 and preferably to 5 for locking on small target easie

then there are some skills which I'm in puzzle bit on how much I need in,

I guess subsystems are good to have on 5 or at least 4.
Rigs, for tengu I guess missile rigs, need to be able to fit t2 ones? if not for the rig at least to minimize the penalty?
spaceship command \ advanced spaceship command - worth taking into the advanced one at least into 4? I heard Strategic cruisers are all about speed tanking so this might add an edge.
weapon upgrades \ advanced weapon upgrades \ and other * upgrades for modules I might fit.
also some fits online shows Target painters while others don't, should I train Target painter to T2 fit level at least at any rate?

the overheating, I never used overheat... never. how much useful is the overheat and because of it's usefulness how much should I train the strategic cruiser skill \ thermodynamics skills?

give me extra tips if you got any...

Advanced Spaceship Command only affects ships requiring it, which are (mostly?) capitals.

Ever been jammed by Guristas in a mission? Overheat your weapons!

You need to warp out soon, but the ship you are shooting at is in low armor. Overheat your weapons!

Taking too much damage? Overheat your hardeners and weapons! Overheated hardeners last longer than weapons, at least a couple of minutes.

Get at the very least offensive and defensive subsystems to 5. It's a week of training combined if you have a bad remap.

Missile rigs only have a CPU penalty, so rigging skills are not that crucial (unless you can't fit the ship without them). Of course TII rigs will need either rigging 4 or a friend you trust.

Advanced Spaceship Command doesn't affect the Tengu at all, skip it unless you want to also fly freighters or capitals.

WU 5 and AWU 4 should be pretty much a requirement for any TII ship, you'll run into many many fitting problems without them. Train AWU 5 as soon as you can, it opens up many more options and is in my opinion one of the most useful level 5 skills (along with JDC).

Get Thermodynamics to at least 3-4, and practice overheating. It will give you that extra bit of an edge in PvP, and could save your arse in a tight situation in PvE. It's better to warp out in a ship with burned out hardeners than in a pod.
