Disregard the trolls, you can only find the new skins by killing a special type of NPC that only spawns in 0.0 belts.

Killing the rats is easy as they cannot shoot back, but youll need a hauler to collect the skins.

Just in case this is not a troll (0/10 if it is) - ship skins are not in this patch, CCP never said that there would be nor did anybody think there would be. Something similar is mentioned in CCP Seagull's future vision, but that's an outline for the next 9 or so patches.

They are sold in specialty shops in the major trade hubs. Just go to you Captians Quarters in Jita 4-4. Open the door and head to the Promenade. You'll find Crazy Eddie's Spaceships right next to Quark's casino.

Ship skins can be found at any POS in nullsec.

The most important part is you have to drop your current trade profession to pick up the skinning, and level it to 300/300
