Disabled account and Timecode bazaar

Hi,
It is possible to activate an inactive account by sending ISK to character and buy a GTC through Timecode Bazaar?
Unfortunately I can not activate Hours for PLEX.

Make a petition under Accounts & Billing asking for a temporary reactivation. (Basically a manual equivalent of hours for PLEX.)

Unfortunately, I accidentally broke the rule and activated Hours for PLEX and then picked up Buddy reward.
The petition requests for renewal Hours for PLEX was rejected

Then as far as I know the only solution is to activate your account with a cash payment.

Yes.

The timecode bazaar deals in timecode keys.
These keys can be reclaimed in the account management page for game time
Even when your account is disabled / unsubscribed, you can access the account management page.

I know it used to work like that, I've done it a few times in the past. I would assume it still does.
