Can i attack players with Security status above -5.0 but below 0.0?

You can attack anyone at any time anywhere. If they are not a legal target, you will be subject to NPC reprisals ranging from lowered security status to ship destruction.

Legal targets include:
• Anyone considered an “outlaw”, meaning they have -5.0 security status and below.
• Anyone considered a suspect or criminal.
• Anyone who is attacking you.
• Anyone in nullsec.
• Anyone in a war with your corp or alliance.
• Anyone in an opposing FW faction.

* Anyone engaged in a duel with you
* Anyone engaged in a limited engagement with you

and perhaps most importantly,

* Any member of your corporation (unless it is an NPC corp).
