[UI] Simple changes and additions

For the several years I've been playing I've only modified my user interface a little, and I've never really liked it so I finally decided to completely customize it today. I was very pleasantly surprised at how many more options I have now than I did when I started, but also disappointed when a few things I tried, that seemed completely reasonable, didn't work. These are my requests:

-Allow overview presets (type selections) to contain capital letters (this has bothered me since I started EVE).

-Allow players to choose the number of locked targets before new targets are placed in a new column/row.

-Allow players to place the HUD wherever they please.

-Allow players to place the UI element containing location information, route, etc (whatever it's called) wherever they please.

-Allow players to turn off window snapping entirely so that semi-minimizing (I'm unsure of the appropriate term - double clicking the top of a window to reduce it to just a bar) a window never moves other windows around or re-sizes them.

-When locked targets are arranged vertically, allow players to place target information next to the targets instead of beneath them.

-Allow players to scale elements of the UI differently as they like; for instance I may want small locked targets but nice big buttons on my "selected item" window.

-When there are too many chat tabs to place next to one another in one window, give players the option to offset/stack multiple rows of tabs instead of using yet another drop-down menu.

-Allow players to turn off the vertical and horizontal lines attached to each target.

-In the "Ship View Camera Settings" and "Captain Quarter's Camera Settings", allow offset to be set at intervals of 1% instead of intervals of 10%. Also please allow us to set this by typing instead of moving a slider bar.

-Instead of being stuck to presets, allow UI scaling to be set at intervals of 1%, and allow us to go well below 90% if we want to.

-Allow players to set custom window sizes for the game client when the client is set to "full window" (I may just be unable to figure out how to do this - any help is appreciated)

Brilliant! The interface is so cluttered and impossible to manage, we really need these ideas to come to fruition! I give 5 internets to you, sir!

This is in the misc section of the overview settings. uncheck "show targeting crosshairs"

I'd also like to add that it would be nice to be able to change the size of the notifications window. When I land good bomb I want my whole screen to light up with a waterfall of damage notifications.
