I recommend putting a function in the help menu or somewhere that allows a player to donate isk into a pot.

The pot grows and at the each time it has enough to buy a plex, it does so in Jita and a plex counter counter goes up by one.

The app in the help menu would provide a snap shot of:

1. The total amount of isk donated
2. The number of plexs bought
3. The amount needed to buy the next (as of right now)
4. Along with a short news blerb explaining the situation

Also:
A. A history of the final records of previous apps
B. The app is only available at the time of ccp's choosing and is otherwise greyed out
C. The news cast on sign will notify the player that it is active along with a notifications tab in the players mail notifications

A different and more convenient way to help in hopes for greater effect.
