I suggest that in wormholes, there should be comets of ICE. You can't just scan them down and warp to them, the comet is moving, so you would have to scan it, warp to it, and match speed with it.

once the comet tracker has done that, then the comet mining fleet can warp to you, but they will still need to be able to match speed.

This would require a lot of cooperation and presents some serious challenges.
