Slight Adjustment to drone assignment.

This isn't ment to nerf the abilty to use assigned drones but make it a little more balanced in some areas.

Make it skill dependent (can control 10 drones/fighters per level) so this means squads commanders can control their squad’s drones. (Make the skill need drones level 5 atleast.)

Why:

Simple really, people moan about spamming f1 blobs but with drones they no longer need to hit f1 there no skill requirement either.

Its limited to 10 drones/fighters per level because this means for normal sub caps it allows control of squads drones but in mass carrier fleets assigning drones will takes twice as many, so instead of 250 archons (typically going to be archons) + 1 proteus a fleet would need 200 archons + 50 proteus to fully assign drones. (Personally I think any fleet that can be made up just one ship is really not balanced.)

drone asignment should IMO be tied to the players ability to control drones.

tie asignment to skills

add a skill for remote assistance:

remote drone control. (the carrier pilot needs this skill)

skill update:

Drones: alows the operation of 1 aditional drone/fighter per level to a maximum of 5
can control a aditional remotly operated fighter per level to a maximum of 5

this means that no matter what 1 player can only control a maximum of

5 drones and 5 fighters (in non carrier class hulls)

15 - 30 fighters/drones and 5 aditional fighters (for carrier class hulls)
"used these numbers for moms and carriers as im not shore what kinda drone BW you can get from them)
