If you're looting in a dangerous place you won't be able to refit and salvage your loot, because you'll be moving all the time aligned to a safe spot or POS. And you won't really need to lock more than 6 targets, ever.
If you're looting in highsec you'll be able to use the new tractor structure to pull the wrecks and use your 8 highslots for salvagers - so your maximal need for locked targets will be 8 (and only if you live in highsec).

Unless you want to fly logistics frain targetting to 4 and then revisit it in the future if you feel the need. As mentioned above there are much more important skills to get to V before targetting.
