Non aggression from pirate NPC's when in pirate ship

Sat here at work and had a brain fart.

It would be a nice mechanic if pirate NPC's didn't attack players in pirate faction ships until they are attacked first. After all, you look the same as them, who is to say you are not until you start shooting at them.

This would have a couple of nice little twists,

a) someone in a Sansha ship is being chased by a pvp'er horny for that faction kill, provided you're somewhere with sansha rats, warp to a belt and get instant NPC backup from the rats :) Not much granted but every little helps

b) it opens the door faction mining barges - make them hella expensive of course but they would then be ignored by local rats (unless you're in the wrong type) and a shiner target to boot.

Idea would make much more sense if u used standings to pirate factions instead of ship type. What you are flying is irrelevant because of IFF(or similar) systems on ships.
