There are some ruffians in high sec who are going around demanding 'permits' for mining, and ganking those who refuse to pay. Most of the ones I've seen are 2013 characters who seem to enjoy docking up in station rather than attempting to destroy my Procurer. Nethertheless, these louts must be taught a lesson in manners!

Are you serious? What kind of honorless space-behavior is that? It sounds like they are just a lot of 12 year old basement dwellers using exploits to harass people and extort isk. We should get our important friends in nullsec to come teach them a lesson. In the meantime, OP, I suggest you get on their Teamspeak and give them a tongue-lashing that they won't soon forget. Quick question, if you're their better, why do you need help? Also why bring this to C&P when you can just scan through the many merc threads, find one that matches your needs and contact them in game? I suspect their are tears to be had and you've just alerted the whole of C&P Lol
