WTB Starter Caldari Character - Shield, Missile, and Engineering Skills, w/ Caldari Cruiser V

Looking to get a capsuleer good at flying Caldari ships (race not important, but Caldari is preferred). Looking for a good starter character, without too many skill points, but combat focused with heavy emphasis on Caldari ship technology and their support skills.
ArrowShould have decent Shield, Engineering, and Missile skills.
ArrowAble to fit a Tech II shield tank
ArrowA t least Tech II Light Missiles (though Tech II Heavies is a bonus)
ArrowBe able to fly a Caracal and Drake immediately.

All standard CCP rules apply.

Prefer positive wallet and standing, but not strictly necessary (will influence my offer).

Looking for starter characters, so it'll have to be a really well skilled character to merit more than 3 billion.
