Players should drop dog tags.

Players belonging to sov holding alliance should drop tags in their wreck . a form of rank system should be made for players belonging to an alliance.

The only things that I could think of that would make this idea interesting already exist in the form of Kill Mails.

Dogtags for vanity purposes would be okay. However we also have corpses which largely do the same thing.

How did you Veterans start?

Not much. There is no guarantee the "killer" will even get the tags as bragging rights. I know from larger fights there were the vultures after the enemy were routed who picked the corpses. And people who went on the lets hunt down some more peeps crew. latter peeled off to kill straglers. Dog tag not meaning much when a vulture not even on that kill is jsut scooping them up.
