Over the past few weeks I've been warping to sides both normal and ones that need to be scanned down that had no ships. At first I assumed that somebody had just got to the site before me and salvaged everything. Today though I warped to a sansha vigil that had no ships but also the structure that is required to destroy in order to unlock the gate was missing. I thought maybe somebody had just got there before me so I tried to go to the next room in hopes of stealing the faction spawn but the gate was still locked. So it seems that I've been warping to sites that never spawn any rats. Anybody else been having this issue or am I just really unlucky?

Usually when that happens, someone has cleared the 1st room, got the key and entered the 2nd room but then had to warp out or their ship was destroyed. Those sites will not respawn a new key even after DT and the only way to complete them is to buy a key from the market or contracts.

Some of the smaller sites such as Hideout or Lookout have a specific structure in the last room that needs to be destroyed to despawn the site. Some players overlook that and don't realize that when the structure is attacked, it will usually trigger a final wave of NPC's with a random chance of escalation to an expedition.

I understand the frustration of finding uncompleted sites, especially when those sites don't respawn the keys needed to advance further in order to complete it, such as the DED 2/10 sites. Those sites take a special key whereas the Watch and Vigil sites use Pirate Silver and Gold tags as a key. CCP should change the DED 2/10 and lower sites to also accept a Pirate tag as a key.
