The main Idea is simple every ship has a different directional scan range.

A small ship has less than <14.4 AU.
Lets say a Battlecrusier have the standard 14.4 AU.
A bigger ship has more than >14.4 AU.

But this is just too easy.

The scan range should not simply depend on the ship size, lets tie it to the sensor strength.

With ECCM you can increase your sensor strength --> you increase your D-Scan range.
Your sensor compensation skills increase your D-scan range too.

(Yes i have the Rubicon warpspeed changes in mind)

This will make it harder for an interceptor jumping into a system finding a lonely ratter in his anomaly or belt.
A Battleship has it easier to see whats going on in a system.
Smaller ships are more blind, bigger ships have more overview.
Faster and smaller less scan range, slow and heavy more scan range.

Recon ships with more sensor strength can play more recon (covert ops too).
Caldari ships have overall more D-Scan range.
Minmatar would be the ones with the lowest (sry another minmatar nerf).

Sry i can't give you numbers how much D-scan range you should get for how much sensorstrength.

Do you think some of this ideas are useable?
Would it counter the Rubicon warpspeed changes a bit?
Are more pilots going to fit ECCM?
Or is it just crap?

I agree. While I don't think BSs etc need larger Dscan, smaller ships surely don't need the current 16AU or whatever it is, Perhaps have the cap at current. The current sensor strengths are a bit off imho, might want to tweak them as well

i don't like the idea.
