i flew too close to a player owned pos and got shot at, needless to say i turned and ran as i was basically just snooping round i did not return fire or target anything, yet i recieved the 15 minute log off timer thing for aggression against another player. is this not a little bit wrong, if i'd returned fire etc i could of understood.

this timer is to prevent trick "somebody wants your ass -> don't shoot and log off" heavily used before by carriers and supers.

As long as somebody pays you attention you will he there

You get a PvP log off timer when you either attack or are attacked by a player (a POS counts as a player too).
Similarly you get a PvE log off timer when you either attack or get attacked by a NPC.

Attacking in this context means activating any offensive module (gun, warp disruptor, EWAR, ...)

These timers don't make you a legal target, they don't prevent docking/jumping, and they won't make CONCORD/factrion police/gate guns shoot you. They only make your ship stay in space for the duration of the timer if you log off.
