Meta Weapon Tweak (Faction, commander, etc)

T2 weapons currently overshadow most meta weapons of higher meta level than T2. The inability to use T2 ammo and the specialization skills for the T2 weapon systems makes faction weapon systems weaker than T2 weapon modules. The only meta weapon modules that improve on the T2 weapons are the commander ones, and the increases aren't enough to warrant the purchase of these systems. I propose a simple change:

Allow T2 ammo to be used in any weapon with a meta value >= 5
Have the skill XX weapons specialization affect any weapon (of that group) with a meta value >= 5

This will make faction and commander weapon systems better than the T2 systems, which fits the progression of the meta level of the modules.

Simple, and just seems like *it should have been there in the first place.*

Officer weapons should be able to use T2 ammo. I have no opinion on Faction weapons.

I am currently away, traveling through time and will be returning last week.
