Amarr. I especially like the agents that begrudgingly follow the orders of the Amarr leaders, despite clearly not believing in any of their doctrine.

I can't decide between House Atreides, the Masari, the Vasari, or the Protoss.

The Dredge get an honorable mention though.

Minmatar of course. I mean, we took a scrapyard and tied it together with strings and duct tape and called it a ship. And it still outruns anything the god-boys think up.
