Certificate ingame fix

there is a few certificate that has been screwed up by the recent split/shift of skills,

leadership : basic : battlespace technician

it currently requires

warfare link specialist 1 & battlecruisers 2

because battlecruisers have been split into racial ships could this be removed or changed to capital ships 1?

just noticed it so i figured it would be something to note.

Certificates are going away altogether in late November.
