1. if you're +5 to the opposing faction, do their NPCs still ignore you while you capture the site?

2. Do you still lose faction standings for blowing up opposing NPCs, or is it possible to capture plexes without destroying them?

I think they attack you regardless. And you do need to kill it to start the timer
