WTB High SP combat 30b / Finder fee

Looking for a 100% combat char with Level V's across the skill board....I want to see an Eveboard page of gold with little to zero white.
A decent name is very important, and...No wasted skills...no indy/P.I./invention at all. Nothing, zero, nada!

Budget...Large enough to be very picky 

I actually have no limit. If I see the right character and I feel he's worth my isk I'll consider ANY price but lets say 30bil for now...If I can't find one for that then i'll raise it a little.

No racial preference but purity is a must and would prefer sub cap ships. PvP or PvE.

I'm looking for maxed lvl V skills on each section of skill...i.e -
Navigation = 7 skill of 10 trained to Level V
Engineering = 15 skills of 25 trained to Level V...This sort of focus.

SP amount isn't as important as focus...A 20 m SP pilot focused as above is better for my wants than a 40m SP pilot spread thin.

I'll adda finder fee of 250mil isk.....seen some others offering it so maybe its an incentive for others to find a nice toon for me Pirate

Oh you sillly OCD guys.. I was training this one for you, but now I realized that injecting a few skills I had no intention of every training will cost me dearly (frig construction, ice processing.. zero.. but I prefer untrained skills to little green x' of stuff I could inject but don't)

Anyway.. I'm working on perfect .. and I mean OCD perfect Drone skills on this guy -

most of the empty skills really ought to be trained before I get in a NYX

you can have my perfect Gold stars in Drones for 15 billion isk
