Just an idea i thought I'd throw out before I forgot about it. Accurred to me why aren't there null sec agents all around... Like upgrading systems to military lvl 5 gets you certain perks. Why wouldn't the owner be able to pay to upgrade some agent offices and hire faction of choosing or if even agents of the local npc holding. Then upgrade like military and industry index's. Must run to keep up or agent leave's.(downgrade's) Run enough to get a lvl 4 agent get lvl 5 get 2. Off course having bad standings due to a life of making a living killing there friends would make access annoying perhaps. lol Option for outpost stations maybe.....
