Nemesis low/null belt ratter?

I have a couple of questions.
Is this a common thing?if so It would be great if someone could share their fit with me.
I would also like to know if it's possible to take on elite frigs or cruiser with a nemesis ( it is crucial that it is a nemesis, since I don't have the skills for the other bombers)

i have cov ops at lvl 4 and torpedos at lvl 3
currently training target painting.

Pretty sure webbed = death in that scenario, could be wrong but dont think you could kill the frigs before they could kill you.

With your low skills, after you fit enough tank to survive, I'm guessing you would be pumping out about 300 DPS Tops (likely much less). Now consider the battleship rats that tank about 250 DPS. That means, you are effectively doing 50 DPS that counts for anything. If everything goes well, you could make enough isk to pay for the torpedoes you are using. That's about it.

Depends on the rats. Against Guristas I would say no. Against Serps, Angels, and Sansha I would say yes.

Use a bomber that gets bonused for the rats you are using. In guristas space I used a manticore with an ab, TP ancil SB.. for those times you just don't pay attention. Don't fit a bomb launcher. Orbit at 30 with ab on and torps away. Shoot whatever frigs there are first as the last thing you need is to be scrammed and webbed when you get jumped.
