Another SOV grind idea

I know everyone complains about the SOV grind and has their opinions on how to fix it, so I figured I would add my idea(s) that I got while mixing alcohol and pain killers.

“Capital Systems”

Every constellation would have to have a capital “declared” before any ihubs could be anchored. If the capital system falls, SOV in the entire constellation is dropped. (or the ihubs are off lined in the other systems at least removing their timers, can’t decide)
For SOV owned by other alliances in the constellation they must have at least a +5 standing to the alliance in control of the Capital system in order to anchor/online ihubs.

The alliance holding the most systems in the constellation are allowed to choose the Capital for that constellation.
If the constellation has 6 systems held by 6 different entities, then the alliance to declare their system as the “capital” first chooses its location. In order to keep people from trying to exploit the mechanic, once the capital is “chosen” it cannot be changed unless by being captured by a neut/hostile group. Or SOV in all the constellation systems are dropped while a “new” capital is being chosen with some sort of session timer. (i.e. 24hours before a new capital can be declared)

“Conquered” capitals remain the capital but for the new occupier. If the other entities in the constellation have below a +5 standings with the new owners then either SOV is dropped or ihub is off lined.

Capital Upgrades

Capital systems will be allowed to have “defensive” upgrades that affect the owning alliance’s ship affects/fleet boosts. I thinking something similar to wormholes here, but the owner gets to decide the boosts based on their preferred fleet tactics/doctrines. (These would be installed like the current PVE upgrades in ihubs)

My first thought on this was to allow these boosts to apply only to the alliance owning the capital system. But maybe allowed to any group with a positive standing who holds an interest in protecting the capital?

Thoughts or concerns? Don’t mix meds with alcohol?
