PI Command Center Unable to Place

I have 2 accounts with a pilot each, both pilots can manage 5 planets each. 1 Pilot has 1 planet, the other pilot has 3 planets.
These planets had Command Centers placed Monday Evening.
Tuesday after down time I am unable to place any more Command Centers for either of my Pilots.
1. Ship is not cloaked
2. Needed/Required Command Center is in ships cargo hold
3. Skills both pilots can manage 5 planets
4. Have tried planetary system with no existing planetary interface.
5. Ship is in space located in the system I am attempting to place the Command Center.
