Straigt on,for one motives or another....

Astarte / fail blaster platform no speed no blaster hits no crap

Probably the most used EW frig

Also most of the others are simply underused since there is a higher tier of the same class which is better is almost all useful roles, unless the tier system goes then this isn't going to change.

-The sword is only as sharp as the one who wields it! Other names: Drenzul (WoT, WoW, Lineage 2, WarH, BloodBowl, BSG, SC2 and lots more)

I don't think you can count any of the low level frigate type ships. They are really just a bridge for people to get started with. Otherwise I admit I do not even recognize most of these names... not because I don't see them but because I am super new!

Probably the most used EW frig

Griffin is way cheaper and do good job as well.

Catalist don't stand whit thrasher that most ppl do fly as a destroyer hull

Eagel is not relay god sniping ship cose rails do suck big time

Sometimes and after all this years and tons of ships explosion i find out that on my Killboard there are certain ships missing and you can see which ones in OP.

Apparently it is a long time since you have docked in a rookie station.

EDIT: And I am not surprised that tier 1 frigates not are showing up on your killboard.

Retribution is still a nice ship, but to be truly usefull it really needs an extra med slot. (as does the Coercer).

it is true that some of frigs a did mention are flown by rookies but only for 2/3 days and than you get frig lvl4 and never again set your ayes on another frigs.
Would be nice if all of them at least could do their job as a taklers if nothing but due to cap problems and poor slot layout they are usles

"I would never use any of these ships, therefore they must be fail. Skip over the fact that I have no clue wtf I am talking about. If I won't use it, it obviously fails and fails hard."

De'Veldrin's Corollary (to Malcanis' Law): Any idea that seeks to limit the ability of a large nullsec bloc to do something in the name of allowing more small groups into sov null will inevitably make it that much harder for small groups to enter sov null.

You do have a great list of ships, although I will disagree with these ships, I've seen them use a lot and I use many of them myself.

Astarte/Eos -- Blaster buff might help but probably not. Not enough PG/CPU to fit tank + heavy weapons. Problem with all gall hulls but more insulting in a CS. Needs a resist bonus.
Bellicose - Anything but blackbirds fails for e-war. Not a bad ship but bad bonus's
Scythe/Augoror -- T2 logi's do it so much better not much use in using these and their bonus's don't make them good for much else.
Celestis - Damps don't work for crap, but otherwise an underrated ship which is very open to creativity. Suffers from the OMFG It's Ugly Galente problem.

Augoror Navy /Navy Execuror / Ospery Navy - Aug navy has an amazing tank. Exeq doesn't and as a sniper rails fail. Osprey is Soooooo ugly it should be Galente. Fix the art on the Osprey and I bet it gets more popular because the bonus's are pretty damn nice.
Scythe Fleet[ -- much less fail than the others but no where near as good as the Fleet Stabber so why bother unless it's Alot cheaper.
Oneiros - might be getting fixed
Phobos -- As with 99% of Gal, underpowered and with slot placement that never lets them tank as well as amar.

Cormorant - hybrid buff will help, Best flown as an e-war glass cannon. Reduced sig rad might make this a pwn mobile if set up right.
Retribution - 1 mid slot needs love for sure

The rest of the list is mostly noob frigs. They kinda need to be there but they're never gonna get used much no matter what.

Hyena, Keres, are just underrated. Great ships but they don't work for gate camping or blobbing. Fantastic for small gangs, but how often do you see those anymore.

Keres / Sensor damps need to be revised
Hyena / it works fine if you know how to use it right
Retribution / desperately needs 1 med slot added
Procurer / this ship has zero use in it's current form.... introduce a strip gas harvestor and give this hull a gas mining bonus
