Cosmic Annon Respawn Times

Howdy,

Bit of a strange one with cosmic annon respawn times. I'm in null and have been chaining forsaken hubs for, well, a couple of years now, and the respawn rate has always been 2-4 minutes. Today it seems the respawn rate is now a few hours, thought perhaps it was a bug but same thing after DT.

Is this a bug or a bit of mechanic I dont know about?
