Taking offers for low/med SP Pilots, would be good if he can fly cruisers yet but not mandatory, I'm not out for a perfect pilot (but the more I get, the better), I'm willing to spent time on him/her but I want at least a solid base to start from.

Depending on the total SP and how well they are spent my budget is somewhere between ?-20 bln. OK, there's a lot between but if you carefully read the last passage you should understand it.
