"Advanced Cerebral Accelerator" ?? Questions

Hey guys, got a question for the EVE gurus :).
I already have 4 accounts (2 are inactive/dormant) so I don't need another one.
My question is, can the Advanced Cerebral Accelerator be traded to another character? Can I buy another junk character just to get the accelerator? And if so, if I buy the month, 3 month, 12 month, is that how long it would last for the beneficiary of the Advanced Cerebral Accelerator?

Lastly, I searched everywhere and I cannot find a hard, definitive answer to:
- How much does it boost your training time by?
- Does it effect all your skills, a percentage reduction across the board, ect. how does it boost you.
- If you are podded do you lose the benefit.

I guess if my first question is no, they are not transferable, the rest is meaningless to me. But it would be nice to know, for newbies or people buying an alt, exactly what they are getting. It's not described very well, literally no details on the page just a payment button. Doesn't say accelerated by 25% or +5 to all skills! or something like that. Nothing.

It gives you +3 attributes and 20% bonuses to damage output for the first thirty days of a pilots life. Not thirty days of training, thirty days from creation. It can be bought, sold, or traded.

this is the Advanced version, which says it only lasts for 7 days, but provides +17 to all attributes. As I understand it's a non-destructible booster and thus won't be lost upon podding, but as stated, only lasts 7 days.

It can be traded, they are sold on contracts.

the advanced cerebral accelerator lasts 7 days upon character creation, gives +17 boost to attributes.
the others (prototype cerebral accelerator gives +9 for 14 days, and the standard gives +3 for 35 days and an additional 20% bonus to ROF of missiles and turrets dmg)

-without it you would get around 350k SP in 7 days, with it around 691k sp so it doubles your training time this is without additional implants or remaps, it's worth it if you got loads of isk or already got it as a gift.
-It affects all attributes therefore all skills
-no you do not lose it if you are podded

The advanced cerebral accelerator and a remap can shave 30-45% of the training time of a skill.

You can trade them in contracts, and before CCP had this special I saw one listed at 2 bil.

Tell me again about how every playstyle you dont engage in "doesn't require any effort" and everyone who does it needs to die in a fire. Be sure to mention about how you tried it once but it was too easy/boring/ethnic-homophobic slur.
