Greetings ladies and gentlemen,

I have become increasingly aware of the issues between mining enforcement operations and these mining operations themselves, and I have divined a solution. I will act as an intermediary between the mining enforcement and miners of all high-security space.

If you are a miner:
Send 15m ISK to Skill Training Online

Note which mining enforcement bureau you would like to compensate, all other enforcement doctrines will be considered hostile and your funds will support the costs associated with CONCORD war declarations.

If you are an enforcement outfit:
Wait to receive payment from Skill Training Online.

If the miners do not elect to compensate your outfit, a warning notification that you are unauthorized to perform interdiction in your current region. If you fail to comply with the warning you will be subject to war declarations.

If you are a mercenary corp:
10% of all incurred profits will be available as compensation for removing unauthorized enforcement operations.


In this way we will ensure that no miner pays more than one enforcement outfit, and equally spread proper enforcement across all regions of space. This also provides blood-game opportunity for local mercenary corporations.
