eve.exe not working on windows 8 for a friend

So I was trying to get a friend into eve and he downloaded the whole client, installed it, but when he logs in and presses play the launcher gets stuck on 'launching' : http://clip2net.com/page/m194561/53739277

EDIT: If we click somewhere in the launcher after that point windows gives an error that it's not reacting anymore asking to close the program.

We tried everything:
-switching off windows firewall/ AVG antivirus
-checking or conflicting programs
-restarting pc
-using the repair tool
-using the eve.exe file in the bin folder to bypass the launcher:
- This opens a process using 180mb of ram but no login screen whatsoever like it does for me
-using some fixes proposed on the forum
-using compatibility mode with windows 7 (he's on windows 8)

To no avail, trying to get someone into eve is even more of a horror besides the insane learning curve when they can't even get the game running.... Any more ideas? Fresh install is kinda out of the question as he's so tight on internet, in belgium our providers put downloadlimits on our connections and doing the 8gb again is gonna kill his connection before the next billing month starts.
