WTB 'starter' PvE char (pref Minm)

Hi.

I'm looking to buy a PvE char for this account.
I'm mostly looking for either Minmatar or Gallente pilots (able to fly machariel, or close to).

What I'm looking for:
Arrow Positive sec status (at least 0.0)
Arrow Positive wallet
Arrow No wasted sp (I don't need to mine or anything else)
Arrow Good core fitting skills
Arrow Must be build to be able to do L4's (at least L3's !)
Arrow No kill-rights on the char
Arrow Transfer payed by seller

My budget is around 4-4.5b. I know that's not that much and I'm not looking for a perfect character BUT it must be able to do level 4's decently.

Show me what you got ;)

she has most the core skills trained, which are vital for any race I suppose. Just gotta take a month or so specializing her I guess lol. Anyways let me know Smile

Hmm, I'll keep it in mind. To bad her drone skills aren't that good, but I'll think about it.

Anyways, requirement went down from L4's to L3's. Though the char must have medium turrets (depening on what race) at V :).
