I'm trying to spend less than 10mil ISK. I really hate sitting through the introductory stages when you make a new character, so I want to buy a character who's at least past that part, and at most has 1million or so SP.
I don't want a super pro character with any gear or ships - I just want a character who has some SP, and is not in military school. I want a pilot, but if you've got a scientist with more than 500,000 SP that you don't need, I'll take that one too.
Keep in mind I don't want to spend any more than 10 million ISK.

Unfortunately, the act of transfering a character costs way more than that. You'l have to train them if that's all you're looking for.
