This has been suggested before, but with the recently announced changes to warp acceleration it is now more appropriate than ever.

For those who don't know what an HVO does, it increases your ship's max warp speed. It hasn't been terribly useful in the past due to the acceleration/deceleration taking up most of the flight time. The announcement that warp acceleration will soon be proportional to max warp speed in "Eve: Rubicon" means that these rigs will see a marked improvement and a module that does the same thing would be useful for the first time.
