A simple drone assist fix: require lock on assistee

Droneboat should have a lock on the ship you assign drones to, like it is when using RR drones.

• fixes decloak-assist bypassing warpstab and cloak penalties
• makes killing drone focuser ships have bigger impact in fleet fights as new focusers need to be locked by the droneboats

My personal 100% honest opinion, just remove the drone assist mechinac.

If you don't follow the rules, neither will I.
