Why would you need fly around with a PLEX in the cargo hold? If the remap is added to either the account website (where you can reverse redeem the in game PLEX to for adding game time to expired accounts) or the NeX store you wouldn't have to ever even touch the PLEX once bought by ISK.

That sound you hear is the point going over your head at warp speed. I wonder who has more ISK to spend on things like this, new players, or old ones.

I will admit that I like being a bit of an elitist bittervet but this idea is just terrible.

A skill to reduce the remap timer would ultimately be a skill to speed up the gain of SP. We used to have skills like that (the Learning skills) and they were removed forcing CCP to reimburse people the SP they spent on them. To re-add a skill to indirectly speed up SP gain would just be waffling.

Regarding spending PLEX for remaps, that is a tangent to the frequently suggested (and subsequently shot-down) suggestion of selling SP for PLEX. The suggestion is slightly more palatable than outright buying SP but personally I'm in favor of keeping the options very limited for ways that cash or ISK can be used to speed up SP gain.

We didn't used to get remaps at all, the system as it stands is VERY generous. The skill training system in EvE is unique among MMOs because it forces you to apply forethought and seriously consider the cost-benefit analysis of how to spend your remaps based on what skills you expect to train in the following year.

Remove attributes and attribute implants. Skills trained at 2700SP/hr and deposited in to a free SP pool that is capped at 1 mil SP. Then when you want to train a skill you just apply the SP out of the pool. Simple for noobs to understand and not screw up and allows them to PvP without worrying about losing their +3 implants. Nice for us older players that may not be able always have access to Eve due to business trips, military deployments, etc.

I don't care if they remove attributes (I use a balanced mapping anyways). In fact they should probably just do this to kill all of the impatient, instant-gratification starved suggestions of upping the remap frequency. I feel that putting the SP in a pool, however, changes the gameplay dynamic too much allowing for instant reactive acquisition of skills rather than requiring forethought and planning (even with the 1 Million cap you proposed). I'd be fine if they changed the skill queue from being limited to 24-hours to being limited to 1 Million SP cap worth of skills to train.
