The persistent problem with blaster ships is that they struggle to get into range; this is only made worse by the fact that most gallente ships are meant to armor tank making them slower.

This has lead to some weird fits in the past including the shield brutix and hyperion (which both have armor tanking bonuses) and the nano domi.

The fix isnt as simple as one might think because simply increasing the speed on the hull will allow for other overpowered possibilities such as the kiting rail deimos

This has been somewhat alleviated by the change to active tanking rigs but it still leaves the blaster ships in an extremely niche role which is unacceptable for a main weapon system.

The Solution
change one of the bonuses on some of the blaster ships to +7.5% effectiveness of MWD overheat and 7.5% reduction in MWD cycle time.

This will allow blaster ships to overheat their MWD for a quick burst of speed allowing them to reach blinding speeds, but at the cost of extra cap and extra heat on the mid rack

Blaster ships would then have the possibility of catching some of the faster kitier ships, however it would take piloting skill because you have a limited amount of time before you either cap out or burn your mid rack out.

Thoughts?

This kind of bonus would be okay with me but that's the whole idea of kiting ships man...
The part where you don't catch them.

Also if ships got that bonus they would need to get some kind of nerf in other aspects.

I use gallente ships and do just fine without.

That is true, but in the case of shield kiting ships, the slower armor gallente boats will never catch them no matter how much skill is applied . . .

This would add an element of skill; can you catch them before burning out your mid rack? can they stay away from you long enough to negate your dash bonus?

higher skill ceiling = better.

What ships are you referring to?
I can't really think of any blaster ships that are currently struggling to be blaster ships.

The Frigates are quite fast and agile. Their damage output is significantly more than the competition, and balanced to have less effective range overall.

The Cruisers were recently buffed to be much faster and more agile. They have no problems getting into range against anything but the paper-thin nano variety.

The BCs are the only ones that may fit the bill, but they are far and away some of the best ships within tackle range.
They tank the most (easily), so you should be flying them in such a way that people will come closer to you (ie: pretending to have a failed tank).

The BSs do quite well below 30km (more for Rokh), and the addition of the MJD allows for rapid grid transport.

To cap it all off;
- Null recently had its range boosted
- Ammo size was halved
- All hybrid damage was increased

I'm not sure what you're moaning about because it's a great time to fly Gallente.
Overall, the ships are plenty quick and usually agile enough to catch kiters.

Sometimes that skill ceiling has less to do with skill points, and more to do with piloting :)
