Capsules are better at PVP than Gallente ships

There is of course a perfectly logical reason why capsule is on that list....

All pirate faction ships require skills from one empire or another, that doesn't make them representative of that empires traditional fleet. I don't think you'd get far mounting blasters on your Cynabal or Dramiel.

I never said to fit blasters on Angel ships, I was just saying they need gallente spaceship command

of course, you'd do pretty damn well flying a daredevil or vigilant in small gang pvp.

It'll probably spike immediately after the expansion hits and then settle back down when people realize it just wasn't enough :(
