Offline POs = no shield.

Most anchored structures do.



In HS, grab some Oracles (or Geddons or Domis) and go AFK for a little while and you're done.
Elsewhere, grab a Dread and you're done.

There is very little likelihood of any meaningful defense in either case (in HS, if there were going to be a defense, they'd online the POS, giving you what some call "a clue" to their intentions) because the notification that the POS is under attack will be followed shortly by the notification that it's been destroyed.

If you're not willing to put in the effort to shoot an undefended structure once, you clearly don't want the moon.

Maybe the POS as a small closed water circuit nuclear reactor that doesn't need to be fueled often (like 10+ years), and that powers the shield generators when it is offline.

Just a possibility of why it is the way it is.

SBUs have ten million shield HP with 50% resists. Ihubs have 75 million, though without base resists. TCUs, which have the least EHP of the sovereignty structures have 10 million shield HP without any base resists.


Because those are structures only present in null, which means you can bash it with dreads, it was not intended to be possibly bashed alone.

In HS, you must declare war on a POS owners corp to bash it, meaning that your corpmates should help you. In other words, neither were POSes.

Don't forget that in pre-dominion sovereignty mechanics, POSes were the determining factor for sovereignty, so they are almost certainly not meant to be bashed alone. Besides you can bash lowsec towers with dreads, so the use of dreads is a bad argument.

Rather than alter their shields, how about we simply advocate a method of reclaiming an offline tower.

Call it the Reclamation Processor:

Target tower that is offline, start tower reclamation processor.
20 minutes to cycle.
If the tower has stront in it, at the end of the cycle the tower enters RF until the stront runs out.
If the tower doesn't have stront, it reverts to an unanchored state, and anyone can scoop it.
This is an agressive action, and you will lose sec status (in empire space) and even be concorded if you don't have an active wardec with the corp owning the POS.
It also will generate a "POS is under attack" notification to all Corp members with the appropriate role.

This
a.) Requires time to implment, an you can't wardec instantly.
b.) Provides a window to address the offline POS as long as you have stront in it.
c.) Gives the "POS reclaimer" a reward for removing the space trash.

Everyone wins, and no one loses (except people that use offline POS's to "save moon locations" in highsec).

Once a POS goes offline, it lose 10% of his shield HP every week. If a POS is offline for more than 10 weeks, the shield die.
