Null-sec region with NPC controlled stations?

Hey there. Now I know years ago there were a few null-sec regions that had NPC controlled stations meaning that anyone could dock, and that people that had sov over that area, could not deny docking access to other people.

I'm wondering, is this still accurate today?

And can someone please tell me which are the regions that hold such stations that would allow "neutral" people to dock and fit?

There's an NPC part of Delve and there's Venal, Outer Ring, Curse and Stain.

Probably one or two more I can't remember.

Great Wildlands was NPC when I lived there many years ago.

Curse, Delve, Fountain, Geminate, Great Wildlands, Outer Ring, Pure Blind, Stain, Syndicate & Venal all have NPC stations in them.

All pirate factions hold null-sec systems with stations accessible to all players. You can see them on your star map when you highlight the option to display faction territories.
