new to PI...a couple questions

OK I'm getting ready to step into PI. My goal to start is to make POS fuel for my own use and possibly to sell. I've done a bit of research, but I have a couple questions:

1) eveplanets.com lists POS fuel as a T4 product, but I have a BPO for the fuel blocks. I take it that POS fuel is not a T4 and is actually manufactured at a station like ammo would be?

2) I'm currently at Command Center Upgrades 3. If I place a CC and upgrade it to lvl 3, once I'm at lvl 5, can I upgrade it to lvl 5 without scrapping my entire set up?

3) If I'm looking at the charts correctly, I should theoretically be able to manufacture everything in the PI system with my limit of 6 planets ( 1 each barren, gas, ice, lava, plasma, temperate). Is this correct?

1. this was a change that occurred a little over a year or so ago. POS Fuel is made with that Blueprint.

2. It can upgrade right where it is. You can delete and move everything around except for the Command Center itself. Nothing has to be actually connected to the Command Center.

3. Yes. To maximize, make only up to the P1 level on your planets and haul it all to a separate dedicated Factory planet for your P2 and P3 (Robotics). Just remember to make enough Coolant -- twice as much as Enriched Uranium and Mechanical Parts.

It is one of the best resources regarding PI. Also there are several interesting spreadsheets for production lying around the forums if you look a bit.
