Sov Change: From the Past to the Future

To Change Sov Mechanics:

Sov Needs fixing and I think I have came up with somewhat a solution.

So I present to you the craziest fix that could work, to get null alliance something to do, instead of just endless grinds in anomalies paying sov bills (I will get to that in a minute) living without a care in the world.

Getting rid of Sov Bills (No more easy way to pay) but instead:

Maintenance of the TCU and IHUB
Getting rid of paying with isk:
TCU - Requirements: Minerals from Ore, and Moon Minerals, for the upkeep.
IHUB- Requirments: Ice Products, Planetary Products, for the upkeep.
*Security Status of the system plays a role in the cost of maintenance in minerals/products requirements, from -0.0 the least needed to -1.0 most needed.

Towers: Now this used to play a role in Sov, in which used to generate some real awesome battles in the past:

Just an idea:
Introducing:
XL Tower: Only 1 can be placed per system with 3 reinforce timers, Flag Tower once destroyed system becomes vulnerable without needing sbu's. SBU's still playing a role in vulnerability but only effecting Flag Tower and Tower Placement(See below about this). Once Flag Tower is destroyed, outpost can be flipped without reinforce timer, same with ihub, and tcu can be taken out as well.

Fuel For Flag Tower: Fuel Blocks, no other type is needed.

INb4: What about spamming tower? Yes they were a headache before. SBU's can lock system preventing towers to be placed, having sbu's destroyed/removed unlocks the moons for tower placement. So attacking party should probably lay tower before thinking of laying sbu's.

Vulnerability to a system:
Stops all forms of moon mining/planetary mining in system also increases the cost of your tcu/ihub costs a certain percentage till system becomes invulnerable again. What a way to bring a fight am I right?

More Ideas coming, like to read some takes on this.

So, two problems with this:

1. More structure shooting. No one's complaining about Sov bills (except when directors forget to pay them) they're complaining about structure shooting and how boring it is along with how hard it is for players without Caps and Super Caps to do it effectively and get into sov so they can get caps and super-caps.

2. Those sov-bills represent a significant ISK-sink economically speaking. They would either need to be replaced with something else or overall ISK generation would need to be lowered to prevent massive inflation. This doesn't hurt the sov-holders it hurts everyone else.

1. In order to bring a big fight you have to shoot someone's structures in null. No ones going to bring out cap blobs for a hurricane.

2. isk makes it too easy for an alliance to keep the upkeep, its about having an alliance effort to work towards a common goal, work together to keep the space they own. Instead of thinking for themselves just paying corp tax without a care. Getting the alliance more involved is the point.

1. And yet one of hte biggest fights in Eve History happened because someone miss-clicked into low-sec.

2. This does not address my point and would likely make it easier since they can just buy Jump freighter loads of ore and be set on "sov bills" for a while. This wouldn't have anyone contributing but the logistics department.
