Do Assets Transfer with the Character?

If I transfer a character from one of my accounts to another of my accounts, will all of the characters assets transfer with him?

Yep.

Do note though, that if you sell a character via the Character Bazaar, listing ISK or assets in the ad listing is not allowed.

Are people allowed to factor in implant sets in jumpclones to the cost, though?

You can charge anything you want. You can advertise that you have the implants. It's just not quite a "here's how much i'm charging for the implants" thing.

And if you say it has implants, it had better have the implants. Otherwise it's a no-no.

Confirming that all assets including clothing, AUR and ISK are transferred with the character.

Yes.

Here is the pertinent rule, as last updated by CCP Falcon on 2012-08-22:

6. Items cannot be listed among the character's valuable assets, only skills, implants and reputation. You are buying/selling the character ONLY and nothing else. Ships and items can be readily bought on the market for ISK.
