I believe that it will be released before Christmas (Dec. 10-20ish).

I'm sure that will be a staged expansion too.

A lot of new content.

A dev mentioned in one post '...will not make it into the November release.' - so if that's still true it will be November 29th.

Expansion or iterative patch?

More like lots of fixes and polish, very light on new things to do. Don't get me wrong, I'm loving the fixes and shiny but I can't help thinking there's something else coming. New tier of BC doesn't quite cut it.

Some dev did say something about a "few surprises in store" for us, so yeah. There is probably some more stuff we haven't heard of yet.

Since they have a history of making game-breaking changes before breaks, this is also a highly likely scenario. And yes, something will break badly, especially if everyone goes on vacation the next day.

Dev quote was on the sisi forums, talking about a feature getting pushed to a sisi update, not TQ. I believe that was the sisi update has already gone out.

Consider that first, everyone at CCP was apparently on break for 3-4 months out of this expansion cycle, then everything that got done in that time anyway was simply thrown away (dev quote, PC Gamer interview I think.) This expansion really only has like 2 months of dev time in it. What they've already announced is a damned miracle. I really really really hope CCP isn't keeping any potentially game-breaking surprises.

I like the poster who said "lots of new content" ...

I am delighted Winter is a fixing of so much fail, but NEW content? 4 new ships and customs offices isn't "lots of new content" in my book. I see it as CCP finally finishing eve.

You forgot about the new backgrounds but they've been working on those for much longer than Crucible.

This patch is pure win as far as playability fixes and shiney goes, but I wouldn't be surprised at all if it didn't have anything in the way of new content. And to be honest, I'm not unhappy about that at all. I'd rather see a patch that they fix a lot of stuff in, than one that they fail to deliver satisfactory new content.
