A little help with Null Sec Living Options -- Please!

Not new to Eve, but new to Null Politics. if you have time, please offer some guidance.

Questions in particular.

1) I would like to live in an area with RATS that are Gurista, Mordu or Serp. These areas are controlled, so can I rent space from an Alliance?

2) I don't want to join someone's corp, but rather build my own. Are there steps to take to gain access to alliance relationships.

3) Does anyone have a good referral to a specific forum area for Renting space or an alliance that is friendly to new corps in an area that i have mentioned.

I'm pretty sure some systems are for rent still in Fountain and Delve. Not sure on the rates but feel free to contact The Mittani. His profile bio has the info for what you need to do.

For excellent Gurista ratting you should definitely move to Venal. k3jr is the place to be.
