Odd black screen issues

The other night I was having connectivity issues, and rolled back windows 8 64 to fix a driver issue. I thought i selected the version of windows rollback that didn't alter files and programs, but apparently i hit the wrong one. Long story short, I had to redownload everything, including ts3, eve, evemon, etc.

I didn't think anything was wrong at all until I was logged into my main. I got the info for our ts3 on our intel chat channel and hit alt+tab like I've done dozens of times daily before the rollback opened up ts3 and then alt tabbed back to the game to find a black screen. Not a backdrop, no mouse pointer, a black screen. The screen itself turned off to standby mode. I alt tabbed back, and the desktop and ts3 windows were fine, but no eve at all. I used to be able to alt tab, even run multiple accounts at the same time, but if i can't alt tab, so much for that.

I tried the repair tool, I tried deleting every cache i could find for eve. I don't run eve through steam. I checked for updated video card drivers, i updated direct x (which told me i had the newest version i could). Still nothing. I read other articles getting a black screen when alttabbing out of game, but those were darker desktops or whatnot, not darkened eve. I still hear the game sound in game, even to the point where I heard a friends ship fly by, and then lock me up. So the game is still active, just unable to be seen.

Any ideas before I delete the whole game and start over?

Has anyone experienced anything like me, or is it just a freak issue?

Well, not that it really matters, but i did a reinstall and the problem seemed to go away, at least on one of the affected accounts. I also fiddled around with refresh rate on the monitors, and the one that works best now is not what i used in the past, but it works. I was using 60, now it's at 75.
