Gallente Pilot that has a couple industry skills, enough to mine decently ect.

Can fly all T2 frigs very well
Can use T2 ogre's and sentry drones
Bid 3bill, buyout 5bill - Pretty Cheap, so you would save quiet a lot off your current budget.

missing the mining skills but make up for it with my implants, archaeology and trade skills, and price :)

I've got a wide range of skills to fully allow me to pilot a decent Nightmare or Machariel with t2 Large Weapons, as well as all race t2 medium guns! I've got decent shield skills and supports as well as the ability to start training for capitals, near-MAX gunnery supports and t3's

Can solo lvl 4's while blindfolded and having hands tied behind his back...He is AWESOME!!

Just over your budget, but....you can take him home for 26b if you want him.
