If you mean singular, then officer spawns are always going to be big in loot and bounty. As for generic npc the elite versions are pretty good for bounty and have the chance for nice pirate mods, each has their own special name. Shadow for Serpentis, Dark Blood for the Blood Raiders, and True Sansha for Sansha.

As for regular npcs the biggest bounties i tend to see are 1.1 mil isk bounties with some meta level 4 loot being the best loot

all in all probably gurista or angels because of the shield mods.

I should buy an Ishtar.

Really depends on drops I once had a 1.1 bil shadow serpentis drop. So it's kinda a vague question.
Also basic Npc rats get up to 1.9 million for bounties.

Always willing to help all you have to do is ask, though if you're in the other fleet I may not help the way you want. Just a heads up. Pub Channel: Lost Souls Trading Post

It also depends on the favor of the month fitting wise, some years armor mods are better, and then others shield mods do better. Chances are though as most faction and officer drops are somewhat rare you could got a long time without seeing a good drop. I happened once to get a Shadow Magnetic Field Stabilizer from a escalation. Afterwards, I have only gotten faction ammo and the occasional very cheap faction mod. So going by the basis of which npc faction is the best isn't really the way to look at it, because the bulk of your income will come from bounties, and the names and t1 loot they drop. If you get lucky you will get the occasional good drop, but don't rely on them.

What matters more is the security of the system you are on, as it determines how good the local pirate rats are.

The most profitable rat in null is the one flying the officer-fit ratting CNR. No point hunting down the officers themselves when some chump has done all the hard work and gifted it to you in a raven-shaped piñata.

I thought those were called hamsters or gerbils, not rats? Big smile
